Okay, so the old man "Pops" that Chisaki (Overhaul) wants to meet is his former boss/foster father. The old man (they never give him a name other than "Boss" or "Pops") was the head of the yakuza group that Overhaul was a part of and happens to be Eri's biological grandfather. When Boss wouldn't go along with Overhaul's plan to use Eri to make quirk-erasing bullets, Overhaul used his quirk to put the old man into a coma, with the plan to heal him once his plan was complete and the yakuza were back in power. However, as we saw in season 4, Deku and the other heroes stopped him. Then on his way to jail, Shigaraki and Mr. Compress took away his arms, essentially making him quirkless. When this happens, the first thing Overhaul thinks about is the old man and realizes he no longer has the ability to undo what he did to him. Again, the old man isn't dead; he's just comatose. Overhaul wants to see the old man again to apologize. That's Lady Nagant's promise to him and the one Deku will keep once he apologizes to Eri.
