He’s a complete and total psychopath with no empathy for anyone but himself, but he really is one of the most brilliant and conniving characters in all of fiction and it’s difficult not to admire at some points. And yes, you are absolutely correct that Palpatine was trying to feed Anakin’s jealousy.
