They don't need the body of whatever ninja they want to reanimate for the reanimation jutsu, all they need is sufficient DNA, they use that and sacrifice any random live person and use that live person's body as a shell to reanimate the dead shinobi

The Kage decided they couldn’t use Bee and Naruto because they won’t listen and are too hard to control. But Aye and Tsunade agreed in secret that they would need them at some point, so they’re keeping Naruto in the dark and training him, so he doesn’t run off on his own right at the start

You don't actually need the body to reanimate them. You need their DNA. If you remember Kabuto used the Edo Tensei to revive Nagato when he showed the Akatsuki members to Tobi but Nagatos body was still with Konan at this point. It was only after that Tobi went to the Hidden Rain to get the Rinnengan from Nagato body which was with Konan. Kabuto had already had a reanimated version of Nagato at this point.

Ok I feel like I should let you guys know that Hidan is actually dead. He’s immortal in the sense that he can’t be killed by any physical damage someone inflicts on him. However, still has to do basic things like eating and drinking to stay alive so he can die from starvation and dehydration.
