Honestly that was a really well reasoned and thought out strategy from Brock for the early anime, realising Surge's Raichu would have missed out on all those speed based moves is a good way to play with the games mechanics. Little background info they don't mention in the anime, but Lt. Surge apparently did fight in at least one war, before fighting him in the game he talks about how his electric Pokemon saved his life during "the war". We don't actually have many details on it, but it actually does make a lot of sense, Pokemon has had a number of big wars in its lore, pretty brutal ones actually. oh, also Surge was originally from America, but that's been retconned when real world places were removed, so now he's from a Pokemon region based on New York.

For context, Pokemon that evolve into later forms via Evolution Stones like Pikachu and the Clefairy get locked out of learning new attacks by leveling up in the games. It's better to level up them till they learned all their moves and then evolve them. Also, there are cases were earlier stages of a Pokemon evolution line may learn moves exclusive to them that their later evolutions can't. A good example are the starter trio of Pokemon Ruby/Sapphire and Emerald back in the early days were there 1st forms could only learn certain powerful moves of their type in that stage.

After rewatching this series, I am glad it was voted in despite my initial hesitation because of its length. I have so many good childhood memories of waking up on Saturday mornings and watching this with my stepbrother. I'm like Misty in that I really like Water-Type Pokemon, but now a days psychic poekmone Then, video games were so close to my heart that I played the original games with the Gameboy Color, and my dad, for Christmas, got me the Gameboy Advance to play the newest Pokemon generation game. One year, I begged my mom to let me stay at my dad's Christmas Eve night, and she tried to get me to come home by telling me she let my brother open one Christmas gift that night, and it was a Pokemon game.
