You will hear the industrial deck before you see it. As the elevator descends into the depths of the station, no feat of engineering could mask the sound of the Imperial Fleet being birthed from its pools.
It is here that the heart of the Empire is laid bare. There is no reason for edifice or propaganda. Nobody in this place is worth indoctrinating. Here, there is only the brutal pragmatism of war and industry. Machines making machines to make money and corpses.
Nestled between them are the few unfortunate enough to dream of the arcade: the denizens of the industrial dairies. Forced to live so that they can be siphoned. Anywhere else, the sound of their wailing would tear at the psyche of any who heard it. Here, though, in the cacophony of the factory, it is indistinguishable from silence.

Development is going well. This makes three of five decks set up on the art side, and most of the new mechanics (around control and citizen migration, among others) are implemented. The task list is shrinking now.
I am also making some changes to how ships work. In addition to the graphical touch of having them emerge from the pool and fly out of the station, I'm cutting down the number of types and making them more distinct. For example, in addition to basic fleets, there are mass drivers that do more damage, but also reduce population more when attacking. I'm also adding a few late-game ships that are more... Entropic.
As always, thanks to everyone here for bearing with me through a long update. I think this one will be worth it.
