Hmm i think the translation(subs) is a tad off in this episode, cause i remember(from multiple different versions that i've seen) that Kamui doesn't just indicate but explicitly says that their mother Kouka is(was) the strongest Yato, which is also what he refers too as he disses Kagura for having "inferior" baldy genes(totally glossing over the fact that he obviously also has their fathers genes XD) in the mix and holding him back(although it was technically still kinda a compliment, cause he clearly indicated that Kagura has more potential than the crazy strong powerhouse that is Umibozu). Might be just that specific scene though(and i guess the point comes still across), cause i don't remember anything wrong with the subs before(then again, i also really just recognized it this time as Kamui started to diss their fathers genes).
