Technically Dean does have siblings. But it does still go along with your thought process regarding the war impacting the families as they are from after his mother married his step father. Dean's own father, a wizard (which his mother didn't know), died after refusing to become a death eater.

Sooo many of the Death Eaters were captured or killed or just busy fighting. It seems like no matter who is winning or losing, war = less babies.

Also, don’t forget that Draco is also an only child (& Crabbe & Gogle, too), & their families are “on the winning side”, in terms of Voldemort’s perspective, until Harry, that is. Also, didn’t Dumbledore also offer the Prefect to Ron to kinda give him more confidence in himself & not be 2nd to Harry again? 😉
