They couldn't let the Russian prime minister die because the General trying to do the coup was an Inhuman. Malik encouraged this because he knew Ward could then take control of the general and thus have control of all of Russia, which they were also positioning as an Inhuman haven. If it weren't for Bobby and Hunter, Hydra would have gained Russia, its nukes, and an army of enslaved Inhumans all in one play. They basically saved the world with their sacrifice.
