In short, some politician wanted to get on the Green bandwagon and so, made a law to make it so that vehicles are only allowed to produce emissions in a proportion with their size. i.e. Make the rate low, and now the cars have to produce less emissions. Problem, politicians are idiots who don’t know people, so rather than put a bunch of time, money, and resources to trying to develop a new way to make a new engines that produce less emissions somehow, the car dealers just made bigger cars.
