It really does sound like a satire of Australians, “once a jolly swagman camped by a billabong, under the shade of a coolabah tree” like that’s indecipherable if you’re not from Australia. It’s like a wartime shibboleth.

One of the verses goes "This is the army that points all of its bayonets/ at children and women and unarmed crowds/with torture, threats and treason it tries to/conjure up unrest and war between great powers" so the mood of the lyrics is quite different from the original, but to counteract that, the melody is even more upbeat than the Australian version.
