There is a whole race of Watchers, all of whom have sworn not to interfere with other races. The Watcher (Uatu) is answerable to his people's leadership if he goes off script. He could be called before a tribunal of fellow Watchers and face punishment for doing more than just Watching. Of course if he saves the entire multiverse, they might go easy on him :-)
