For Bong's character, they've tried to establish that she isn't a strategic person, she even did poorly in school. She reacts emotionally to things. Her training helped develop her character a bit, but I think her arc completion is still on the way 😉

I think maybe she turned her phone off because she knew he would be upset if he knew she went there by herself after he asked her not to.
