You probably got confused because she calls Bongsoon's mom "mother" but that's just a custom of politeness that they use in the province she's from (kinda like when us black people call our mother's friends auntie even if they're not really related)! but he went after her again exactly because he couldn't go through with the kidnapping the first times and I guess he kinda gets fixated on his preys so if he has an eye on someone he has to have her, also he probably just wants to have that satisfaction of winning against Bongsoon after she stopped him from kidnapping her the first two times.
