1) Only one girl gets wedgies from the other girls. So she's the sole victim of the scene, getting hard wedgies throughout the entire scene.
2) All of the girls get wedgies. So if it's three girls, all three would get wedgies but then, obviously, each wedgie isn't going to last at long.

My reasoning is that having fewer girls get longer wedgies both increases quality and also gives an opportunity for a revenge scene later.
