Strange mechanic for a faction that I picture to be all about guarding the forest. I guess the thought process was that they needed to encourage the player to fight, but the mechanic itself doesn't sound fun. Glad it got changed.

the past wood elfs were expansionist because of the amber situation, elite units, some tech and the ¨oak of ages¨ all require amber to do, the oak in particular took 30 to upgrade fully and you needed that to win, if you wanted a army full of elites that's takes a lot of extra amber, to get amber you need to capture settlements, 1 or 2 per minor/major settlements, so to win, you needed at least 30-50 amber to cover the oak, tech, and the army to finish the final quest battle. that's an extreme amount of land you need to capture to feed the beast, and if you start losing settlements that produce the amber, you can go into deficit, already at -5 amber, the debuffs gets harsh, no replenishment, aka no healing of the troops between battles, at that point you need to disband some elite units to get the amber to heal again, unless you lose more amber then you have invested into tech or oak, then you're properly fucked. but that's thankfully all in the past. btw, the ¨gift from lord daith¨ mechanic did get the upgrade that mandalore was hoping, dont remember if he will mention it when it happens but its very good now.
