My guess is that Stephen is the money behind the drugs and most of the illegal activity, looking the other way for parties if they are reported. Remember at the very beginning Derek was going on about finding out who was running the show. He's intuitive if not book smart. He smelled it right off the bat. I fear his mouth first brain later will get him in trouble. I like him, but if anyone remembers him from the Prep party, he could be a target because nasty people suspect everyone and one's who talk a lot are not safe. I hope that doesn't apply to Josy too. That's really all I want to contribute though because it's getting too close to Ep 6 reveal time and I don't want to be remembered for throwing a spitball theory and ruining things for anyone. I've been bad about casting too many theories I think. Just keep in mind that Tommy going off the deep end is bad because if you're in the Maya/Josy relationship, you may have more trouble than you bargained for on more fronts than just the tri-alphas.
