His cousin was killed selling in the wrong territory when he was told not to. Kev is willing to kill a kid, innocent bystanders, and start a gang war that would get him, Franklin, and everyone including their loved ones brutally killed. Every time Franklin says "IT WILL START A WAR" his people seem to gloss over that fact.
