Writing - Chapter Breaks

Personally, I've always assumed when there's a line of dead space between paragraphs, than the time, location, or scene has changed. That is from a childhood of reading in the 80's, but I begin to wonder if that isn't the case anymore.
That or they're reading in a format that doesn't express the line break as well.
I wanted to ask you, my inner circle, what your thoughts were on this. Do I start putting in more obvious chapter breaks? *** or some such on the blank line?
It doesn't change or add much for me, I guess i'm just wondering if i'm interrupting the problem correctly.
